The caliper bracket (X) should be bolted to stub (Y) solid with the missing bolt, the caliper itself should move on the guide/slider pins, which is where the rubber boot appears to have come from by the look of it, although a bigger picture showing more might help.

Those bolts take 275 nm of torque, somebody really screwed up big if one went missing and the other is loose. 2011 RRS HSE Luxury 3.0 TDV6 Fuji White on Ebony/Ivory
