Continental tyres do show wear at the shoulder because of the way the tread is designed. If the tyres aren't Continentals then I'd be asking why they think they're designed to wear that way.

I can't really help much but I would make sure that they check the diffs. A bad rear diff can give you vibes at 60-70mph as can a front one with a problem. It doesn't sound from your description as if the oil and vibes are related but if they are then maybe be drive train and not engine related.
