Get a helper, and pull down on the cable while you unscrew it. If that does not work, you may be able to take yours apart and unjam the cable.

I had the similar problem, once you remove the winch drill out the 4 rivets and take it appart rewind the wire and rebuild and pop rivet back together again remember to grease it up, if not repairable e-bay approx £90. |

As mse has said once you find the fault rewind back on the spool and use large flange pop rivets to secure the top hat remember to insert the rivets with flat upwards |
