I have these fitted, they are normally fitted on the 2010-2013 facelift models, although they may have been fitted on earlier.

Yes you have to be moving with main lights on and the indicator for side you are turning to light up that corner.

I have 2007 HSE the cornering lights come on whilst moving and signalling but only when travelling below 25 mph or there abouts. There noticeable in the dark so you'll know when they are working correctly. Nanocom Evo |

They act in two different ways - as "conering lamps" they illuminate with the indicator below 40km/h, and as "static bending lamps" they illuminate once the steering wheel reaches a certain angle (IIRC - 225 deg at low speed, 70 deg at medium speed, and then they disable at high speeds).
