headlight washer not working

I have just had MY10 RRS serviced, I had a notification of a few things that could be done. One of the issues was that one of my headlamp washers is not functioning although a puddle appears on the floor, I gues it may be a pipe split or something similar. Guy salmon say its a bumper off to investigate, cost £250!!
I this correct that the bumper needs to be removed, I havent had a look myself yet.
They have also noted that one of my rear wheel arch trim is detriotated are these an easy fit? 3.0 HSE RRS Stornaway (current)

Bumper off to get to the washer pipes - if there's a puddle could just be as simple as pushing the pipe back on - I've taken many front bumpers off - piece of Censored - the only real problem you may have is the retaining bolts under the front bumper - these may break - my advice - if you are hands on have a go but start with the bolts underneath first if they break you will then need another plan Whistle drill out the remaining part of the bolt or pay someone & let them have the pain. Wheel arch lining is a DIY job again some fixings may break but they are cheap - I think the lining is less than £30.

United Kingdom 2007 Range Rover Sport TDV8 HSE Cairns Blue

Taking the front bumper off is ten minute job and easy for DIY man with bit of savvy Rolling with laughter 2x TDV6. SE and HSE. Both returned to sender with issues👀
TDV8 Sport HSE...... Gone. Loved it but it didn't love me!!
Now rolling in MY10 Fullfat TDV8 Vogue. Slammed it to go round corners🙈
Cruising daily #56 mph in a Volvo V8. 😱
Lots of other toys in the cupboard...😜
