All too quickly, we tend to describe the Web in terms of a Habermasian public forum, but this confounds accessibility with visibility.

Much like the traditional TV networks, the Google search engine is no more than a gatekeeper. We must therefore analyze such institutes from a critical perspective, to see how the content they disseminate is selected, and the monitor the implications of this selection process.

As the internet keeps expanding, search engines become ever more crucial as a user-Web interface. Since most queries a user enters yield more than 10 results, selection must be applied as to which results will attain page 1 publicity, and which will be relegated to pages 2, 3, and so on. This selection capability represents most of the power of the search engines, and the informational hierarchy it necessitates (and promotes) on has led to the creation of the multi-million search engine optimization industry.

The gap between retrievability and accessibility is widening in direct proportion to the Web's exponential growth. Every HTML page is retrievable - the user types the URL, and it's there. But is every page equally accessible? What are the chances a user will accidentally surf her way to a random page?

There are other issues at hand, concerning the democratic character of the Web. The web, as mentioned above, was built by the masses. It is the knowledge of the masses that has brought the Internet and its content to its current size and state, and it isn't served well by the search engines. Google's PageRank link-based algorithm allows for the emergence of a Paretto traffic distribution, meaning that 20% of the sites get 80% of the traffic. Moreover, viewing the net through Google goggles distorts the proper character of the Web. Since Google presents its results according to their "popularity", the first impression we receive of the "state of the net" is indelibly shaped by the first results page. This page doesn't necessarily represent the Web's (majority) answer to our query.

Shmoogle is the remedy. Since Shmoogle presents the results in a completely random order, the impression a user receives thereby is a better reflection of the Web's "opinion" concerning that query.

Personally, I don't believe Shmoogle should replace Google, but rather complement it. I believe it does. It should exist alongside Google as an alternative to the Google-dictated information hierarchy, and also bring back a bit of the serendipity we could all sometimes benefit from.

Remember: There is no single best answer, and no power-free hierarchy.
