Have you tried soaking them in penetrating oil for a couple of day's, then use a good six sided socket and impact wrench. Buy a tin of copper slip as well when they go back.

For damaged hex heads, as a last resort, if you have a Dremel, get some carbide tips, its fairly easy to then re-cut a hex, the next size down. The next size down may well be Imperial/AF.
