its fairly normal that that panel looks rusty

You can actualy buy the crossmember separately, but it would be a lot of work as its welded in not bolted, I think L/R did replace a few under warranty when they were having the worn tow hitch issues which might be why it is available, best suggestion wire brush and tin of hammerite .

It's just cosmetic really. If it's an issue for you, you could just use a rust eater/preventer on it. Taking the rear bumper shroud off isn't too tricky and this would give access to it and the whole cross member. 2012 SDV6 - it's missing a couple of cylinders
