You can replace just the bush, but invariably, the bolts need cutting out. And once repaired, the other bush or ballpoint will be failing soon.

If you are paying someone else to do the job, is works out cheaper to cut the arm off, and replace the whole thing as a complete unit. The bolts are a hardened steel, and can take a long time to cut through. And then the time to replace the bushes
