There is a technical name for them and a technical name for what they do but I cannot remember it.

I believe they are harmonic dampers. LR will have identified a frequency, during development testing, at which the suspension will have been excited by road vibration (resonant frequency). Fitting harmonic dampers de-tunes the car so that the suspension vibration doesn't cause resonance in the chassis/body.

Also why there are two large weights on the front Brembo brakes. Sons of dogs come hither and get flesh
