Are Smoked Tail lights dangerous in the wet and spray?

In the wet on the M8 driving into Glasgow this morning I followed a Black RRS with HST pipes, smoked rear light clusters and a Supercharged badge on the back over the Erskine Bridge and onto the eastbound motorway. I suspect it was a 2.7 TDv6 version of the S/C as it took an age to get it wound up to 70 as I followed him down the slip road and I was passed him pretty quickly after we joined the motorway, then he stormed passed as I was turning up the slip road to the airport. Although he was driving on dipped headlights and his rear lights were on, they were almost invisible - two tiny glimmers from about 75ft behind. Don't know if it's anybody on here - reg was S88 PLM, but smoked rear lights can hardly be seen at a safe distance - might look bright enough on the drive but out on a wet road they hopeless. 2020 Pangea Green 1st Edition D240 New Defender 110 is here and loving it
2018 Melting Silver Mini Countryman PHEV - soon to be replaced
2015MY Corris Grey SDv6 HSE Dynamic, the best car I have ever owned, totally reliable only a cou0le of rattles in 3 years, now no longer in my care
Also in my garage is a 1996 TDi300 Defender 90 County HT made into a fake CSW

I believe they are illegal Tim. Pretty sure they are only supposed to be for show purposes only!

Followed a FFRR yesterday MY10 and must say the indicators were pretty hard to see when the brake light was on and that was without smoked glass

Smoked rear lights are illegal and can barely be seen. i wouldn't recommend them plus it with give the old bill yet another excuse to pull you over as they do to me on a regular basis over my privicy glass.
