I havent dealt with Pikab, but I would assume that they could ship to the UK.
As both countrys are EU members, you would pay VAT in the Sweden, unless they do business in UK worth more than approx �200k per year. In that case the seller will need to have a "VAT account" in the UK.
From the description it seems the kit consists entirely of parts from Webasto, so I assume any Webasto certified installer could do it. OTOH, if it is an official Webasto upgrade, it should be available in the UK. Or, perhaps Pikab found out what parts were missing, and created the kit themselves.

Webasto are denying this type of system will work on the D3. It will only use a timer and instant heat apparently. Causing a lot of heated debate on the other side!
