However, there don't see to be many USB SIM wifi devices from reputable manufacturer. Even the £100 Huwai one the OP uses has some pretty poor reviews |

You are using a 3G Smarty from the car? There are different bands used by networks in different countries to provide 3G and a mobile phone supports these. Does this device support the UK band? Are the reviews from the UK? Why not try it with a 4G SIM? 2023 P440e SE Dynamic on order -cancelled 2022 HSE Dynamic P400e 2017 Discovery 3.0 HSE Silicon Silver Nimbus interior and a few extra toys SOLD 2013 HSE Black, Orkney Grey, Ebony Seats and Ivory Interior SOLD 2006 HSE Plus a few other cars inbetween! |

The first thing, which it is unclear from your post, is does the WiFi dongle allow you to connect another device to the internet? Technically you should be able to connect the dongle to a USB port/charger, connect to the WiFi using your phone/tablet and browse the web (assuming signal from Three/Smarty is there and strong enough). Once you can do this then you know the dongle is working. My experience was insert the SIM (mine was a 3 SIM) into the dongle and it self configured.
