Egr Our Turbo

My 2008 sport started lacking in power when setting off our driving uphill but was fine on the flat so i spoke to a local garage who said it sounds like egr problems so i left it with him he put the reader on and said it was egr problems He said he could clean both of them by taking them apart and flushing the system with cleaner that would leave them like new for £300 so i agreed to have it done he phoned up later saying there was still a problem saying one of the egr valves was broke and a turbo is also broke saying repairing the egr will make no différance and said it would cost 3k to sort the turbo.. Would the turbo fault not have shown up in the first place ? and saved me £300 He also said he had inspected the turbo But i had the wheel locking nut Would he not have had to take the wheel off ? I have just borrowed a code reader and the fault codes P045D and P045C... As anyone any advice please Thanks
