I am struggling to get a new sun roof drain to make its way down past the end of the dashboard behind the fuse panel, to its hole behind the wheel.

I have removed one pipe clip which was in the way, just reachable between the A pillar and the dash board. There's another pipe clip which I can just see with a USB pen camera, which is unreachable down the hole, which I think is blocking the way for the drain pipe.

Does the fuse panel have to come out in order to do this? If so, is there a Wiki on how to do that?

I'm almost exasperated enough to admit defeat and silicone up the sunroof permanently.

As an aside, the driver's side drain pipe slid in place as easy as anything - it must have a larger hole down past the dash board.
