It's generally when you have the BI Xenon type headlights fitted, due to the colour of light and output of these type, many do flash you wrongly, thinking they are on high, a return high beam flash soon corrects that error.

Maybe you have cheap fake bulbs.

I got a good look at the lights today and found the passenger side one set for Europe while the drivers side one was set for UK. Very strange.
