Faulty tyre?

Wife's RRS TDV8 just failed it MOT due to the front passenger tyre, got to wait until tomorrow for a replacement to come, but I'd be interested in your thoughts on this as I think this is a faulty tyre.

So back ground is the all 4 tyres were replaced with pirelli scorpion's and a full 4 wheel track done less than 18 months ago, car only done 7000 miles since then, never had a flat or run low on pressure, checked every fortnight.

You can see small wires sticking out of the side of the tyre near the damage, but also on the opposite side (half a revolution round) of the tyre....I wouldn't expect this from over £1000's worth of tyres.

Get your tyre fitter to send it back to their supplier, who in turn can send it back to Pirelli for inspection.
They will then send you a written report of their findings
