Heavy Weights under rear of car??

Gentlemen!
I have a Range Rover Sport SE 2007.
I had to change a wheel the other day and whilst putting the dud one back under the rear of the car I noticed two heavy weights straddling the chassis rails one on either side at the rear of the spare wheel.
They appear to be hung in rubber mounts but move about quite a bit and knock on exhausts!
Has anyone come across these?
My main concern is that they are loose and hit the exhaust is this correct or should they be tight and of course. What are they for?

When I first got my car these were banging on the right hand exhaust on every speed bump- made the car sound like it was dropping to bits. Took it to my local exhaust place and they applied some heat to the exhaust and very slightly bent it out of the way- no problem since.,
