Headlights?

So the other day when I was replacing one of the headlight bulbs for an led bulb I noticed that the other bulb right next to it doesn't turn on no matter what I try and it's the same for the other side. The light I am talking about is the smaller long one that appears right next to the other small bulb. Then when I tried removing to check the bulb it didn't come off. Can someone help me by telling me what that light is for and how to turn it on and also how to remove it so when needed I can replace it. Thank you

You need to be in Drive, with the headlights on, and indicating for the relevant bulb to illuminate
