Holes in bumper

While I was polishing car yesterday I came across these holes,,has anyone any idea what they could be for.?

Maybe drainage , there not symmetrical which maybe suggests a DIY job ?? 2009 TDV8 RRS Stornoway grey

My 2010 RRS has them.

If I remember correctly they are so you can access the adjusters for the fog lights.
