Does the bumper need to come off to fit 13pin electrics??

Anybody know whether I can fit 13pin electrics to a MY12 without removing bumper?
It's pretty much plug and play I believe - no extra relays or hooking up to a LR dealer PC
Instructions says remove bumper:

Would like to know if possible to do without removing Thumbs Up Visitor from fullfatrr.com

When i fitted mine, i had to take the bumper off. Really easy to do tho Current 2010 Range Rover Sport HSE with the usual toys: timed climate, Rosen headrest screens, tow bar with twin electrics, Blackvue HD cam

England 2011 Range Rover Sport SDV6 HSE Fuji White

Everything else I've read says they do need turning on at the dealers after, is that not the case?
