22inch onyx wheels, should they have spigot rings?

Hi does anyone know if these wheels should have the spigot rings in them? I've tried measuring the hub but the tap measure isn't the most accurate and from what I can make out the hub is 70mm and wheel is 75mm but could anyone confirm they should or shouldn't have them in?
