Get to a solictors straight away.
Inform your Insurance company on what has happened, straight away.
Did the officers take down the details of where you bought the car from and how you paid for it?
Why haven't you been round to the house you bought it from? Even if its just a drive past to see if anyone still lives there. (Oh i forgot for a minute, you haven't got a car)
As said previously, you are very calm about the matter.
I am beginning to think, either, this is what a mate of yours has commited, and he has been caught and you are wondering what the outcome is likely going to be, or, all this is pub talk.
The Police would not fob you off like that, and would put you intouch with the officer in charge.

OP does say at another point, he believes the value of the car to be circa 30k, so this may nee a typo. Possibly meant 2010 or 2011? LCFC. Receiver of threatening letters from Overfinch.

I already called the insurance company on the next day, they said there is nothing they can do. The offered me legal advise and transferred me to the legal team who advised me to send a letter to the seller.

Updating after I called the Met from 101 this morning.

The person on the phone took lots of information from me, but finally said she doesn't know anything about this case!!! She referred me to The Crime Management Unit in the West Minister Met Police. I called the number and only ask me to provide the case number and a message, should hear from them soon. I obtained the up to date crime reference number today, at least I know there is a case opened.

I enquired from the local police station and the Met, both said I must not go down to the house where I got the car from.

Is not that I am calm, I have lost 23K and let's say I can't get anything back. What else can I do?

Yes it was a typo, The car was a 2010 RRS white, on market should be around £30K

The guy wanted cash so I supposed I could get it at least 10% cheaper which makes it around £27K.

The car paint work is not in good condition and all wheels were scuffed. I think it would cost around 2-3K to repair.

He originally asked for £24.5K, so it does kind of make sence if you know what I mean

So the police suggest you don't go to the house......and they haven't suggested they will......

The Insurance company tell you to write a letter... I bet if he's still in the house , which i'm sure he won't be. he will be shaking in his shoes....

This house is probably a short let..... set up for a month... everything forged to facilitate doing several of these in 10 days and then relocating and doing the same....
Forged utility bills.... easy to do.... pictures in the house and a baby running around give more credibility to the scam.....

2. i don't think you will get very far with the police / insurance company as theres also another party involved in this loss

3. i wouldn't hesitate in spending a few quid and sending an enforcer to see this chap with a few options the first being your money back theres plenty of people out there who offer services like this
