I think Vosa are taking on some of local offices duties now so fingers crossed. Lucky enough our local Vosa centre is two mins from old DVLA office. It's usual practice to get photo copy of V5 with cherrished plate from a dealer if no book supplied with car to avoid this situation. Even though plates fitted it may be case transfer not completed. I know the last transfer I did took nearly 8 weeks. 2x TDV6. SE and HSE. Both returned to sender with issues👀

Did you tell them that you dont possess a pencil...but do have a camera? The VIN is also stamped on the chassis rail below the diver's door. There is also a VIN plate in the engine bay by the bonnet catches. Anyone can take a picture of the VIN on any car - the one in the windscreen - I assume the DVLA think that only the owner will have access to the other VINs and thus a rubbing is more likely to be from the owner.
