Not really they seriously are exempt. eg . they are allowed to use there cell phones to get vital information regarding a crime etc like where the criminal is hiding etc. But most of them abuse this and use it to call there wives etc while driving |

Is it possible that the van is parked at the side of the road and was snapped by someone with an eye for a good photo opportunity?! |

Doesn't matter if its a film recording or not. Its on a public road so its still illegal to use a hand held mobile phone while driving. Likewise its illegal to film another driver on a mobile phone while also driving. |

Spike it is still illegal to use a hand held mobile device when driving no matter who you are, the police are supposed to use hands free ear devices or pull over. In England and Wales anyway. Spud |

What strikes me as funny is why we see so many TV reporters and presenters talking to the camera while driving!!! |
