Seriously tho, the NIP has to be sent out to the registered keeper notifying them of a possible offence and to identify the driver.
Once this has been sorted, the full weight of evidence will be available to the driver upon request. This is only fair as I would want to see what case was against me.
As I have previously mentioned, there are a few different things to check first before I would admit any sort of liability.

At the end of the day, if, after reviewing all the evidence you are 'satisfied' that it was you and that everything has been done according to procedure (calibration of the Gatso etc) then I would accept the points and move on.

As you were only 22mph over the limit, this will be a FIxed Penalty Notice and will be a £60 fine and 3 points ( providing you are not a totter - 9 points).
If it had been over 26 mph over the limit ( straight to Court) or you contest it at Mags Court, you will be looking at a min of 3 points/ or a small ban and a fine of a few hundred.

You certainly can't be criticised and if I were in your shoes I would want to be satisfied that I was in the wrong before admitting anything. It's only fair!

Part of the problem is that you, as the registered keeper, are responsible for the vehicle and who was driving it. Saying "I don't know" is not likely to be much help. Either it was you or someone you know. And if they won't take the points then it's you who will be doing so.

It's annoying but that's life as a car owner these days... 2012 SDV6 - it's missing a couple of cylinders
2008 TDV8 - it was a labour of love and is much missed

^^^Only if you admit it was you driving, just because you own the car doesn't mean you have to take the penalty for someone else if you genuinely don't know for sure who was driving at that particular point.
Thanks for your input Tony There are a few loopholes out there, its knowing how to jump through them JF is learning a few of them these days

never said anything about failing to disclose, giving 2 names to the plod as potential drivers would be more than possible and legit.

last time I was stopped, the lady police officer asked me how many drinks i had had, apparently "not enough to shag you" is not a response that goes down well....... and a taser really does make you yourself..

Spend a few quid on a decent lawyer and go to court, use the Hamilton defence.

Ex mp Neil Hamilton and his wife went to court under similar circumstances, they claimed they shared cars and driving duties so couldn't identify who was driving at time of offence.

Neither received a conviction, you would get off with this providing you are prepared to spend some time and money on it.
