It is yes. They are sold from Apple direct unlocked, or can be unlocked from a number of independents

Top tip mate, before you sell the phone as locked (and lose potential money) ring Vodafone up and ask them to unlock it since you want to use third party SIM cards in it while on holiday to make calls local-to-local in that country, explain that you have no intention of leaving the contract with them while in the UK and use it for calls to and from the UK while you are away and they will actually inform Apple to unlock it for you.
Once Apple inform you it's been done simply put in a non Vodafone SIM (I used giffgaff) and do a system restore on itunes and hey presto, one unlocked phone.
They don't advertise this service but do it if you ask them, I know since they did mine for me two weeks ago with my iphone4, it's not off contract until May 2012, I asked if they could do this if required to my other phone (4s that is only 6 weeks into a contract) and they said sure, no problem just give us a call as and when you need this doing too!!!!!
