Locking Wheel Nut

Just had my car serviced and needs new pads, took to independant for new pads next day only to find locking wheel nut missing, take trip to stealers to be told that they had noticed it missing and had used the workshop unit.

Now i know that 3 weeks ago it was there so the only other time it could have been used was when it was with the same stealer 3 weeks earlier for knocking suspension fix, i question service mamanger if they could have forgotten to replace it at this time only to be told that they did not take the wheels off for the work which was actually LTB00204 and LTB00201V, i am confused as to how they can do this work without removing wheels, can anybody help?

Thanks
