Is it the engine surging or the gear box not making connection ?

I am not up to speed on the tech side of this but it would seem that the gear box is not making connection which sends the revs up on counter i then have to push down on the excelerator and it is ok
Any ideas ?????.I have had it in with the dealer who put it on the computer and said they can find nothing wrong with it but agrees there is a surge.??? HELP KD
