As you already assumed it is just an update, no great extras just coverage. Not sure about Congestion charge as the present sat nav does allow you to avoid toll roads but I doubt the this new disc will be so up to date to include the new London Zone. As for TMC I presume you have the premium sat nav already but this covers what you need surely! 2005 Zambezi TDV6 - Gone but not forgotten

I guess he made a typing mistake. 12 is quite old, it's the original from 2004. The latest ones are supposed to have a much bigger POI database, and does include LR dealers, as well as map updates.

My brother has an X5 and can download updates for his SATNAV system maps from the 'net for free! I know because I burned the update DVD on my PC for him.

Satnav on the move is now there by default, Peter - and the 1791 trick no longer works either
