Recommendations to remove & reseal lense cover on rear lights please

2010 Range Rover Sport 3.0 TDV6 HSE Zermatt Silver

I can't quite tell from the photos, but is that condensation or full of water?
If it's condensation, and it's just been washed for example, it should clear. There will be something in the hand book to that effect. If it doesn't clear, i can't help sorry.
