1/ make sure batter has power
2/ push the lower button while pusing the lower gate
3/ when the lower gate clicks in, press the upper button.

is it because it just doesn't open on the tailgate switch, or is it jammed shut in some way? I just fixed mine that was intermittently not opening on the tailgate switch - but I have my 3rd remote button programmed for the tailgate, so not a big issue and it happily pops on the remote.

When I took the switch unit out, it was full of gunge and a good clean out, scrape all the crap out, lubricate the "hinges" for the unit (the microswitch itself is fine) and re-assemble and she is working sweet.

it's worth taking the garnish cover off anyway as that whole thing is a trap for dirt and rust, and I removed the metal frame, wire-wheeled it, rust-killed it, painted it and reinstalled after cleaning a lot of dirt out of that general area.

If the tailgate itself is stuck (i.e. you can hear the latch pop but it doesn't release) then you have a bigger issue, and may need to start disassembling the tailgate from the inside out. Every home should have one!
