What am I doing wrong on bumper refit #urgent#

hey I'm trying to put car back together after fixing washer bottle but I can't seem to get corners to align. Its over the tow hook and all the holes align. Am I meant to go over or under the black side mounts.

If it's a pre-facelift RRS1 the bumper edge goes in the gap marked in red, might need a firm push locate it though, if it's a facelift one then it goes above the top edge of the bracket as they are different mounting brackets.
