filling issue

My sport takes an age to fill with diesel, £2 then cuts off the pump.
This continues until its full, I can hear the diesel coming to top of the neck of the filler, then click it stops again.
I have put an endoscope down the filler cap, this is what I found.
Does anyone know what it is, should it be closed?
Any thougould I would be grateful.
Its about 3 feet down the filler neck

That's the anti-syphon plate in the fuel tank

Take the filler pipe off the back of the tank, and make sure the flap moves. If that's OK, you have another, be it a blocked breather or pipe

I have a yellow plastic device in my tool kit that unlocks the filler, when it has become closed/locked if trying to put petrol into the tank. Don't know how it works, but it is covered in the handbook.

Could this be what has heppened, ie. someone has tried to put petrol into it?

Thanks, what I will try is putting the camera back in and gently push a hose down it to see if it moves.
I will be gentle as the hose may push past the flap and get stuck on trying to remove it.
Or is it quite easy to get access to the flap. 2008 range rover sport 2.7 hse

Very easy to access, with the fill pipe disconnected underneath
