Mostly they are and there is no switch they come on with the heated rear window but what model car is yours

IIRC they will switch on at +5c or below and when the humidity is above a certain level, no indication though when they are on unless you notice vapour/ steaming off the glass in certain conditions or at this time of year the dirty water kicked up from slush leaves the glass dirty very quickly.... I think also if you press the max button above the front screen heater control they will also come on. 2020 Pangea Green 1st Edition D240 New Defender 110 is here and loving it
