Not sure if advisable now, but carbon Tetrachloride cleans belts but may no longer be advisable on method of cleaning. Ensure you have plenty of ventilation in car all doors Windows and roof open if possible, fumes not healthy.

CTC is a known carcinogen, therefore definitely not recommended for use. However, fail to see how cleaning your seat belts will assist with the problem of them not retracting anyway.

I use to use it to remove muck etc that gone onto the belts, sticky sweet fingers etc, this then seemed to slow them down in use, but after a good clean with that no problems, and a nice shiny belt. Unless of course it's the reel retractor that's faulty.
