Does anyone know do you need to remove fuel tank to reach fuel pump?

no - access from under the seat

2013 Range Rover Sport 3.0 TDV6 SE Fuji White

The low pressure pump is in the tank, high pressure pump back of engine and fuel filter below the seat under car.

Then where did they move it to?
Last time I looked on my 2011 SDV6 3 litre it was there below the firewall to be more precise, behind a heat shield.

Because when registering on forum I could not put MY14 as year of production, was not existing, I also could not put Barolo color and HSE Dynamic.
