What's this and should there be something attached to it?

If anyone can help me to identify the component circled in the photo below, I'd really appreciate it. It appears that there should probably be something attached to it (looks like the sort of thing maybe a vacuum hose might connect to) but I don't have anything attached.

Any helps most gratefully received.

It is not used on the D3, or RRS Thumbs Up

Very similar system to the BMW "swirl flaps" system. Controlled by Vacuum, they alter the length on the inlet tract for top end power, or low end torque.
LR decided to not to utilise the system, and IIRC, Jag had no end of problems with it Thumbs Up
