Where's this from ?

After driving through a flooded road I found this hanging down behind the passenger side rear wheel. It's has a Velcro pad (both parts) that was stuck some where & is magnetic while engine is switched off What is it & where does it go ?

It looks like a GPS module maybe for a tracker system, or somebody has fitted an extra gps for the sat nav..but its not standard.
