Are TSB's covered out of warranty?

My TDV8 is displaying the annoying seat rocking problem, which I know there is a TSB for. It's no longer covered by a LR warranty (rather a WarrantyWise policy) but I wondered if LR will still honour the fault if it's out of warranty or would I have to pay?

When I tried this and spoke to LR for a TSB they said it wasn't covered Big Cry

Only recalls are still valid.
