Tailgate moulding Trim - Wet

Got home to work to find the wife saying some trim sponge hanging out from under the lower tailgate trim which has range rover on it.

One question, if you guys open the boot and try and look through this can you? I can now the trim sponge has gone since it was soaking wet.

Is Water meant to pass through this and onto the bumper?

Any help appreciated.

Could any one check that the bottom of the HST Boot moulding has a sponge layer?
