hi there
The flashing light is indicating a fault on the parking aid system it could be a faulty sensor or wiring loom
How old is the vehicle?
Rear wiring looms corroding is not un-common
only other way is to check with diagnostic computer but remember if it is showing a sensor to be faulty it could still be the wiring to that sensor causing the fault so check wiring before replacing the sensor

what would be needed is not check on diagnostic computer to see which sensor is showing a fault, then remove that bumper and check the wiring to that sensor if the wiring is okay replace the faulty sensor and refit the bumper.
The prices you have been qouted seem reasonable but without the diagnostic check you will not know which sensor is faulty.
