yes it is, a lot of land rovers and tractors have this and have nearly always done so right back and beyond the CAV diesel fuel systems. It is to drain of water that gathers in the bottom.

Oil i.e. diesel floats on water, so at intermediate services or when using fuel from dodgy sources this tap should be opened slightly and the water allowed to drain off.

You only really get a problem with diesel stored in metal tanks (especially above ground) as air temperature changes, the temperature of the fuel doesn't because it is a greater denser mass - the result is condensation in the tank which runs down and into the fuel - this then ends up in your tank.

If you look at an old tractor with a glass fuel sedimenter you can see the water gathering in the bottom, if left for a long time it ends up like clear mayonaise - nasty stuff to get into your fuel pump - especially a high pressure one like in modern vehicles.

I would chance it, as long as you have no fuel leak there should not be a problem. We run quite a few diesel vehicles and this is a common occurance - particularly on commercial vehicles with heavy handed mechanics dropping filters on the floor prior to fitting!

i.e. don't worry too much about it, I always keep a spare plastic cap in the workshop removed from an old filter with the seals - never needed it but its always there...
