They should only be turned through ninety degrees to release the access plate. Look at the slot in the head of the turn buckle, once secure it should point left to right across the bumper. To release they should point fore and aft. Give the plate a little wiggle and it should drop free.
Refitting is a reversal of the above.
One word of warning though, don't be too heavy handed with turn buckles. They can become brittle and snap if you try to use too much force. Arctic Frost TDV6 SE.
