I am tempted to go for these tires and wheels http://monterey.craigslist.org/pts/859229616.html that are currently on Craigslist. The ad claims that these are off a RRS however, I don't recognize them.

So forgive my ignorance, will these "bolt on" to a 2006 RRS HSE? Additionally, if they would will I be able to use my stock lug bolts? |

Yes they are/were standard factory issue RRS wheels here in the UK, you can fit them to any RRS that doesn't have Brembo brakes 2020 Pangea Green 1st Edition D240 New Defender 110 is here and loving it

It isn't a case of shouldn't, more a case of WON'T fit, unless S/C in the USA doesn't get the Brembo brakes that the rest of the world seems to get on S/C and TDV8 as standard or optional on TDv6/4.4V8 when the Dynamic Pack option was fitted. 2020 Pangea Green 1st Edition D240 New Defender 110 is here and loving it
