Sounds like you need to find a company that separates website DESIGN from website ADMINISTRATION.

You can certainly expect to pay a lot for a decent design but after that any changes to standard content or text should be cheap or even done by yourself.

You should look for someone offering websites based on a CMS (Content Management System) which has a design into which you can update and add content.

Take a look at my personal site www.bigjimny.com , this uses a CMS system which means that the content is updated through a simple non-graphic editor, I can quickly and simply at text and the website plugs it into the design without further effort on my behalf, this sounds like the sort of system you need to avoid large downstream costs for content updates.
