New Turbos, But now get Restricted performance & P0405

Hi, I recently had my turbos replaced in January at a cost of 3k. It was done by a LR independent specialist. When collecting it, after them having it for a month, the restricted performance light came on within 1 mile of leaving the garage. I took it straight back, they scanned it and then gave me back, I think they just cleared the code. Since then, it's been back several times due to Restricted performance mode and Engine Management light. Each time they give it me back saying its fixed but within a few days it lights back up.

I have had an independent guy scan the vehicle for codes, please bear with me as I'm no mechanic but this is how I heard him say it.

He said the Turbo Boost sensors were not working. He said he thinks they were changed recently, but were not showing on his machine so thinks they were replaced with a different brand to LR, so were no good. He showed me his screen which showed a load_pct graph, running idle it was at 18%, when he put the foot on the accelerator it drops below 15%, and he said it should increase to about 30% and its this reason the acceleration is poor. It used to pull like a train, now there is a huge lag and no power. The other code was EGR P0405 code is there permanent and was deleted recently but says it will always come back on until its fixed.

Now my question is, when i had the Turbos done, should these have been sorted out before handing it back to me and be included in the price, or will it be another bill on top of the 3k bill i have already paid?
