It is called "lazy entry" and can be turned off in the settings. Have a look at the handbook.

I have a 12 plate Autobiography, if I remember right if you look down the Left Hand side of the steering wheel towards the Dash you will see a small rotary switch if you turn this to Off as opposed to Auto it should turn it off.

I think the steering wheel rotary button only controls the steering wheel part of lazy entry and not the seats. Have you checked the setup menu as above? Current: Volvo XC90 T8 Inscription Pro PHEV with some optionals on top

I must be confusing this with my old RRS or with some other feature I use IIDTool for my settings so possibly there is something there.
