OSRAM Night Breaker are about as white and bright as you will get while still being legal.

They all emit the same luminous flux, as the standard ones meet the legal maximum (3200lm). Standard 4300K is best for vision (better colour rendering, less glare, lower fatigue), and longest lasting, and cheaper too, so my advice is to stick with decent standard bulbs (e.g. Osram Original Line). If you must go for a higher colour temperature, know that it does not bring benefits for vision (indeed, it's worse for the human eye).

No they are xenon bulbs as I had a set of these in my M3 and they were great. 5100k and very white and gave a much better light than the 4300k that came out.

They Do both a halogen and a Xenon, I forgot that the Xenon version is called the Xenarc Night Breaker. |

I replaced 7 year old factory xenon bulbs on my Volvo with the Osram Nightbreaker and they are obviously a big improvement in terms of range/output but I find the light to be quite yellow. I bought them from one of Osram's official UK sellers and the authenticity checks they provide check out, so I guess it's just a result of them being 4300k.
